We’re looking to hire (1) Senior IT Project Manager for a federal government client. *Position is contingent upon contract award*

Job Duties:

  • Perform site implementation project manager duties as follows:
    • Conduct site assessment for infrastructure requirements to support the MDEC case management installation.
    • Prepare system requirements and specifications for the MDEC installation.
    • Management of equipment provisioning, procurement, and installation of the MDEC infrastructure equipment.
    • Assess project risk by taking into consideration variables such as costs, scope, duration, and resources.
    • Manage stakeholders’ expectations, including ensuring that stakeholders understand their role and responsibilities within the project.
    • Manage vendor activities.
    • Manage projects by monitoring costs, evaluating project status, realigning resources as required to keep project on schedule, and ensuring deliverables received conform to State and JIS requirements.
  • Performing analysis and design of IT systems as follows:
    • Determine how the project meets the business needs and strategic objectives of the Judiciary.
    • Create and define the business case for IT projects.
    • Lead matrixed project teams responsible for implementing system requirements by defining and analyzing system problems.
    • Defines system problems by conferring with the project team, business owners, stakeholders, and Subject Matter Experts (SMEs).
    • Performs an evaluation of processes, workflow, and procedures.
    • Create gap analysis that compares gaps between the “as is” and the “to be” systems.
    • Propose alternative IT solutions as needed.
    • Create Functional Requirements Document (FRD), Use Cases and Requirements Traceability Matrix (RTM).
    • Define and create test plans and ensures the proposed IT solution is fully tested.
    • Schedule, lead and facilitate requirements gathering and identification meetings.
    • Based on the type of project, ensure there are system diagrams including architecture, sequence, topology, and process in place.
  • Managing JIS IT Projects as follows:
    • For business facing and internal JIS projects, create and maintain the following project artifacts as needed:
      • Charter (Scope Statement)
      • Stakeholder and Vendor Management
      • Project Schedule
      • Requirements Traceability Matrix
      • Data Conversion/Migration
      • Risk Register / Issues Log
      • Deployment Plan
      • Test Plan
      • Acceptance Plan
      • Status Reports
      • Meeting Minutes
    • Maintain expert level knowledge and skills relative to the JIS Systems Development Life Cycle (SDLC) and Project Management Office (PMO) templates.
    • Work in partnership with the project team, JIS infrastructure team and the vendors to manage the release of new software.
    • Create and maintain the Project Management Plan (PMP) containing the subsidiary project artifacts mentioned above.
    • Chair project and status meetings, as needed.
    • Determine and isolate issues to determine if the issues are related to the system requirements, data, performance, workflow, business process, quality of the software or training.
    • Assess where the issue should be assigned e.g., JIS, vendor, District Court Headquarters, Circuit Court, court IT or back to the originator for clarification.
    • Determine impact of an issue – high, medium, or low. Create strategies for issue resolution.
    • Consistently review all updates to issues and ensure that there is complete and thorough documentation and appropriate assignment.
    • Maintain and update risk register. Determine the probability and impact of all risks. Develop risk contingency, mitigation, or avoidance options.
    • Ensure each software release or patch contains vendor test results, JIS required configurations and release notes.
    • Create and maintain a Holistic view of stakeholders/business owners’ functional duties to understand impact of dependent/inter-related business functions.
  • Monitoring and controlling project work as follows:
    • Track all project performance against any performance metrics.
    • Monitor and control project scope, cost, and schedule.
    • Take into consideration stakeholder risk aversion during the review processes.
    • Monitor the ongoing project activities against the project management plan and any project performance baselines.
    • Perform integrated change control by creating and reviewing change requests.
    • Control change and recommend corrective or preventive actions.

Education:

A Bachelor’s degree is required. Ten (10) years of IT project experience can be used in lieu of a degree.

Years’ Experience Required:
Individual is required to have 5 years’ experience in managing concurrent projects with budgets exceeding $500,000.
Individual should possess the ability to work in a matrixed organization to align resources towards project deliverables.
Knowledge and ability to utilize standards and guidelines relative to Systems Development Life Cycle (SDLC).
Highly organized with the ability to track multiple projects, requirements, action items, and follow through to task closure.
Business process analysis skills.
Detail oriented.
Ability to translate technical concepts into business terms.
Data review and data migration skills.
Ability to work on multiple projects and objectives.
Knowledge of the Project Management Body of Knowledge (PMBOK).
Proficient with software implementation strategies to include:

  • Commercial-Off-The-Shelf (COTS)
  • In-house
  • Software as a Service (SaaS)
  • Cloud computing

Certification/License:

  • Project Manager Professional (PMP) Certification
  • ITIL Foundation certification

Software Skills Required:

  • MS Office

*Location:

50% work performed at Judicial Information System, 189 Harry S. Truman Parkway, Annapolis, MD 21401.

30% work performed at the Maryland Judiciary Circuit & District Court & Administrative Office locations. Majority of the work will be conducted at the Baltimore City District Court, Circuit Court, and Juvenile Center Locations.

20% work performed remote at home or at an off-site work center.

Hours:

Offeror proposed resource shall perform during normal operating hours Monday through Friday, 8:30AM to 5:00PM EST. Depending on project requirements, individual must be able to work a flexible schedule to include evenings, nights, weekends, and holidays. Must be available to provide on-call operational support as required outside of business hours.

Travel:

This position shall be required to travel approximately 10% each contract year. Travel will be within the state of Maryland and may require arranging local lodging and accommodations.
